Public Employment Relations Specialist/Deputy General Counsel

The Public Employment Relations Commission is seeking attorneys or labor relations specialists with experience in public sector labor relations. The positions are in the unclassified service in State Government. A J.D. degree and admission to the New Jersey Bar may be required. The Commission is a seven-member body that makes determinations regarding alleged violations of the New Jersey Employer-Employee Relations Act and scope of negotiations, representation, and interest arbitration matters. Open positions include Deputy General Counsel and Staff Agent.  The Staff Agent will represent PERC in unfair practice and representation election matters, holding conferences to seek resolution of labor disputes, recommending whether complaints should result in formal charges, researching and writing proposed administrative decisions, and conducting elections under the New Jersey Employer-Employee Relations Act. The Deputy General Counsel position will review and analyze complex disputes pending before the Commission and draft succinctly written recommended decisions for the Commission's consideration. A DGC will also represent the Commission in both State and Federal court. Excellent analytical and writing skills are paramount, as well as strong communication and interpersonal skills. Experience with administrative rulemaking, OPRA and arbitration is a plus.Please note Effective 9/1/11, NJ PL 70 (NJ First Act), requires all State employees to reside in New Jersey, unless exempted under the law, or current employees who live out-of-state and do not have a break-in service of more than 7 calendar days, as they are “grandfathered.” New employees or current employees who were not grandfathered and who live out-of-state have one year after the date of employment to relocate their residence to New Jersey or request an exemption. Current employees who reside in NJ must retain NJ residency, unless he/she obtains an exemption.
