 Under the managerial direction of the Deputy Commissioner of Intergovernmental and Legislative Affairs, the City Legislative Manager supports the Department of Social Services, the Human Resources Administration, and the Department of Homeless Services, core mission of providing a broad range of programs to address poverty, income inequality, unemployment, underemployment, nutritional assistance needs, and prevent and respond to homelessness. 
 As a critical member of the Intergovernmental and Legislative Affairs team the City Legislative Manager will be primarily responsible for policy analysis and research projects on providing a broad range of analysis related to agency programs to address poverty, income inequality, unemployment, underemployment, nutritional assistance needs, and health insurance access. As well as, priority issues related to the prevention of homelessness; to provide temporary, emergency shelter when needed; and to help individuals and families transition rapidly into permanent housing, through providing coordinated, compassionate, high-quality services and supports.
 The City Legislative Manager will research, interpret, and analyze pending local legislation, laws, policies and administrative guidelines, or case law, focusing on the effects of legislative enactments, issues, other rules and regulations affecting the administration, program operations or service delivery, as directed. And support the analysis of Federal and State proposals. Conducts programmatic and statutory analysis of proposed new and revised City legislation that may impact the Department of Social Services’ (DSS) core mission of providing a broad range of programs to address poverty, income inequality, unemployment, underemployment, nutritional assistance needs, health insurance access, and preventing and responding to homelessness.
 The Office of Intergovernmental and Legislative Affairs is recruiting for one (1) Director of Policy and Economic Research (HRA) M-II to function as City Legislative Manager who will:
•               Research, interpret, and analyze legislation, laws, policies, and administrative guidelines or case law, focusing on the effects of legislative enactments, issues, other rules and regulations affecting the administration, program operations or service delivery, as directed.
•               Work with internal liaisons from across the agency to lead in the formulation and drafting of policy proposals and other initiatives into legislation for the various DSS/HRA and DHS administered programs to address poverty, income inequality, unemployment, underemployment, nutritional assistance needs, and prevent and respond to homelessness.
•               Track and manage the proposed City legislative package developed in consultation with department and program heads across the agency, based on research of both social service practice and legal precedent and review of case law when appropriate. Utilizing various databases and search engine tools to add relevant bills to an internal DSS Legislative Affairs tracking tool; updated the internal tracking tool as bills move through the legislative process; respond to requests from the Mayor’s Office of Legislative Affairs. Monitor trends to ensure that clients and staff are not negatively impacted and that policy objective are met.
•               Lead in the preparation of DSS testimony for the City Council. Create and/or obtain documents and briefing materials necessary to prepare agency leadership for testifying before City Council, and assist when directed with similar activities before the State Legislature and the U.S. Congress. 
•               Coordinate with agency staff and relevant entities to prepare annual City legislative package and work with those offices toward the passage of the final proposals, as directed. Assist in coordinating legislative responses with policy analysis in various parts of the agency as well with program leadership, chiefs, and the commissioner. Priorities are determined in conjunction with chiefs/the Commissioner and the Mayor’s Office.
•               Develop briefings, position papers, and presentations on critical topics related to health insurance coverage and the Affordable Care Act.
•               Other special projects as assigned by the Deputy Commissioner of Intergovernmental & Legislative Affairs, including responding to client inquires in support of the Offices of Community and Government Affairs.
Preferred Skills:

Must have strong writing skills.
Degree in social work, law, or masters of public policy, public administration or political science.
A minimum of two years of work experience in data analysis, research and/or advocacy
Working knowledge of the City and State policy and/or legislative process relative to social services
Strong analytical and problem-solving skills. Well organized with attention to detail.
Excellent written and verbal communication skills
Strong interpersonal skills; capable of being a team member as well as a team leader
Strong computer software skills including Microsoft Office (Excel, Word, PowerPoint and Access).
Strong internet, statutory, research and analysis skills.
Ability to quickly gather and synthesize information in a clear and concise manner. Ability to meet deadlines.
Working knowledge of the City and State policy and/or legislative process relative to homelessness prevention and service delivery.
Ability to work in a fast-paced environment and adjust priorities, as necessary.
Bilingual is a plus.

 Salary Range: $80,204 - $89,694 (Annual)New York City offers an excellent and comprehensive benefits package.
