The Attorney General of New Jersey, through the Department of Law and Public Safety, Division of Law, hereby announces the issuance of a Request for Qualifications (“RFQ”) for Bond Counsel for the New Jersey Higher Education Student Assistance Authority (“HESAA”) for appointment as Bond Counsel for a 3-year period (2021, 2022 & 2023).
The Minimum Qualifications for this engagement are as follows:
(a) Experience as bond counsel or underwriters’ counsel for student loan bond financings.
(b) Expertise in Federal Tax Law matters as applicable to the types of obligations described in the RFQ.
(c) Expertise in Federal Securities Law applicable to the types of obligations described in the RFQ.
The Attorney General requests that interested firms submit a proposal in accordance with the RFQ.
The RFQ is available on the Division of Law website at http://www.nj.gov/oag/law/rfqs.htm
The response should be marked as follows: “Bond Counsel RFQ for HESAA.” The response to the RFQ is to be submitted on or before 2:00 p.m., August 10, 2020.

Please note that the “subject” line of your e-mail must specifically reference the RFQ as follows: “Bond Counsel RFQ for HESAA.”
