TITLE: Counsel
SALARY: Commensurate with experience
Located in Rocky Hill, the Connecticut Lottery Corporation (CLC) is a quasi-public agency of the state of Connecticut. With a team of nearly 140 employees, we partner with over 2,900 retailers to sell our products statewide. With a strong focus on responsible gambling, we have achieved over $1 billion in sales and returned over $370 million to the state’s general fund last year alone.
Under the direction of the General Counsel, this position will perform diverse legal tasks for the Corporation, particularly in support of Sales and Marketing, and Government Relations.
RESPONSIBILITIES:
Provides legal support for sales and marketing initiatives, including the drafting and revision of Official Game Rules, Official Procedures, working papers, instructions, contracts with vendors, and retailing and licensing documents.
Reviews all Point of Sale (POS), promotion and advertising materials in a variety of media forms for compliance with applicable law as well as corporate policy.
Participates in government relations efforts with the Executive and Legislative branches of the State of Connecticut. Develops or assists in providing the Corporation’s position on matters initiated by the Corporation, or that affect lottery business.
Provides legal support for procurement including bids for print contracts, advertising, and other sales and marketing initiatives.
Provides legal support to the Human Resources department on labor and employment matters.
Conducts legal research and prepares legal memoranda for the General Counsel. Makes recommendations as needed.
Performs other legal assignments throughout the Corporation as determined by the General Counsel, involving such matters as, but not limited to: ethical concerns, Freedom of Information inquiries, and contractual compliance. Interacts with various departments and provides recommendations as directed.
KNOWLEDGE, SKILLS AND EXPERIENCE:
Qualified candidates must possess: a Bachelor’s degree, Juris Doctorate, and a license to practice law in Connecticut; a minimum of five (5) years of relevant law firm, in-house, or public-sector legal experience; strong analytical, drafting, and written and verbal communication skills; excellent organizational skills and a high level of attention to detail and accuracy; strong interpersonal skills and ability to work with various levels of personnel, including senior management; ability to analyze complex problems and apply legal principles to recommend proper course of action.
Preferred experience includes labor and employment experience; some litigation background; government relations experience in state government or the private sector; and experience providing legal advice in connection with a regulated industry, and interacting with regulators.
