Assistant Director Human Resources (Court Executive 3B)

We are currently seeking a senior level manager with strong analytical, communication, customer service, Human Resources management and leadership skills to be responsible for directing, both in a remote and in-person environment the daily operations of the Human Resources Division. This division consists of the Judicial Human Resources Operations which include recruitment, job title classification, payroll, timekeeping, benefits, human resources information systems (HRIS), organizational development and training, and labor and employee relations.
 
Note: This position may qualify for remote work outside of Judiciary buildings. To participate in this program, you will be required to have high speed home internet access.
 
EXAMPLE OF DUTIES:
 
* Serve as the head of the Administrative Office of the Courts' Human Resources Division and as liaison with trial court management, as well as with officials in the executive and legislative branches of state government
* Development and implementation of statewide standards, policies, and procedures in each of the above areas
* Serve on Judiciary management committees and work cooperatively with the Judiciary EEO/AA Officer in implementing and ensuring compliance with the Judiciary's EEO/AA Master Plan
* Development of leadership strategies to accomplish organization goals
* Assist trial court management in identifying and implementing best practices on a statewide basis in each of these areas
 
Salary range is $109,350.60 - $157,013.20. For newly hired individuals, the starting salary will normally be at the minimum of the salary range.
 
Qualifications:
 
Bachelor’s degree from an accredited college or university and eight (8) years of managerial experience, which shall have included responsibility for the management of budgets and administrative operations; development and implementation of programs, policies and procedures; and responsibility for payroll processing, benefits administration, classification, salary administration, labor/employee relations, training, and/or selection/recruitment; and five years of supervision of professional staff.
 
Note: Extensive experience in human resources management of large public sector organizations and comprehensive knowledge of federal and New Jersey laws and regulations governing public employees are preferred. Also, graduation from an American Bar Association approved law school, labor/employee relations experience, recruitment and classification experience and excellent research and writing skills are strongly preferred.
 
Substitution: Applicants who do not possess the required education may substitute additional professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An Associate's degree and two (2) years of additional professional experience may be substituted for the required Bachelor's degree. A Master's degree may be substituted for one (1) year of experience OR a law degree may be substituted for two (2) years of experience.
 
Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.
 
Residency Law:  Pursuant to N.J.S.A. 52:14-7 (L. 2011, Chapter 70), also known as the "New Jersey First Act," all persons newly hired by the Judiciary must establish, and then maintain, principal residence in the State of New Jersey.
