Agency Attorney L3/Assistant Special Counsel - Law Department - Office of the EVP
The Assistant Special Counsel provides NYCHA’s Special Counsel to the General Counsel with support and legal advice on inter-departmental strategic planning and initiatives with respect to agency policies, programs and operations. The successful candidate will help manage projects and initiatives that are a priority for the Special Counsel, Managing Attorney, and General Counsel; provide legal advice on compliance, professional development, use of outside counsel and other related issues; oversee department-wide efforts; liaise with all NYCHA departments; and coordinate and follow up on requests, projects and assignments.
Responsibilities include, but are not limited to the following:
Manage and provide legal support, guidance, and counsel on NYCHA initiatives and efforts.
Act as liaison between the Special Counsel and the legal management team, functioning as a resource for identifying challenges, both legal and non-legal, and developing solutions with Operations and the Executive Team and ensuring the timely flow of information.
Review and analyze departmental challenges; make recommendations for enhancements and improved effectiveness at meeting performance goals.
Engage in special projects with other departments, or plans initiated by the Legal Management Team or the Executive Team that support the overall mission of NYCHA.
Analyze policy and draft memos with policy recommendations.
Collaborate with NYCHA staff on regulatory issues related to vendors, projects, and resident issues to ensure compliance.
Create presentations through research, analysis, site visits and information gathering.
Advise the Special Counsel and the General Counsel on NYCHA policy and legal issues.
NOTE: The selected candidate will be required to maintain confidentiality regarding all NYCHA proceedings.
Minimum Qualification Requirements
Admission to the New York State Bar; and either "2" or "3" below.
One year of satisfactory United States legal experience subsequent to admission to any state bar; or
Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
Preferred Skills
Ability to perform complex tasks and manage multiple projects with limited supervision and in a timely manner.
Experience collaborating with a diversity of cultures and sensitive to the challenges of low-income populations.
Exceptional interpersonal skills, including verbal and written communications, executive staff management, confidential, and conflict resolution.
