Request for Qualifications for Citation Hearing Officer Services

Office of the Corporation Counsel City of Hartford 550 Main Street Room 210 Hartford, CT 06103 Request for Qualifications for Citation Hearing Officer Services Purpose: To seek qualified applicants to serve as Citation Hearing Officers for the City of Hartford’s Office of the Corporation Counsel to, as independent contractors, conduct hearings as provided in local and state laws relative to the enforcement of local and state laws and policies for matters pertaining, but not limited to, the following: parking citations including, without limitation, boot and tow appeals; bulky waste; blight; ice and snow removal from sidewalks; zoning code enforcement; housing code enforcement; plastic bag ban appeals; tobacco appeals; and nuisance violation appeals. This Request for Qualifications (“RFQ”) is not an offer of any kind, and applicants that are chosen to provide these services will be required to enter into the appropriate legal instrument that has been prepared by the Office of the Corporation Counsel. Minimum Qualifications: 1. Applicants must have experience or knowledge of the manner in which administrative hearings are conducted. 2. Applicants must have general knowledge of administrative law and state and municipal law. 3. Applicants must be able to manage and conduct a fair, impartial hearing within prescribed, rigorous timelines. 4. Applicants must demonstrate excellent analytical and writing skills. 5. Applicants must have computer skills, including, but not limited to, the ability to use electronic mail and to create and submit written decisions. 6. Applicants must be able to fulfill all responsibilities of a hearing officer including, but not limited to, the following: review appeals and records; work with the Office of the Corporation Counsel to schedule and conduct hearings; issue written decisions; submit all decisions in a timely manner; meet with the Corporation Counsel or the Corporation Counsel’s designee; attend training sessions as designated by the Office of the Corporation Counsel; complete other such duties and services as may be required from time to time to carry out the purpose of the contract; and be available for multiple hearing assignments. 7. Applicants who have earned a Juris Doctor Degree from an accredited law school are preferred. In addition, 3L and 4L law students are encouraged to apply. 8. Compensation is based on an hourly rate of $30.77, not to exceed $200 per day, with a maximum day of 6.5 hours.
